Overlapping frame and Panel

I have a TFrame and a TPanel that overlap on small screens. How can I force the TPanel to be on top?

And what if I have two TFrame's and want one to have priority over the other for being on top?

An approach could be to use a TPageControl (without visible tabs), place controls
on TPageCOntrol's TTabSheets and switch to the proper sheet using
TPageControl::ActivePage property.

Those are both ZOrder issues that should be solved using BringToFront(),
either at runtime or even at design-time.
