Depends on what you are trying to do, but an iPad Touch is pretty much standard equipment for iOS developers since it can do almost everything an iPhone can do (except make phone calls). Obviously if you are writing apps for iPad you'll want one of those too, although the iPad simulator does work pretty well.

i have to start developing on ios
rad studio is good on android but i dnot have any idea about its performance on ios devices
is it possible connect rad studio to macbook?

Development for iOS requires a Mac, which RAD Studio connects to (via PAServer)

Unless you want to use the iOS 11 Simulator. Rad Studio doesn't support the iOS 11 simulator because it can't compile 64 bit binaries for macOS.

Yes, but it won't be available until RAD Studio 10.3 (codenamed
"Carnival"):
